New York Lottery Players Club Bonus Rewards Promotion Official Rules

  1. Who can enter? The New York Lottery Players Club Promotion (the “Players Club Promotion”) is open to any holder of a valid New York Lottery ticket for an eligible draw or instant game for the promotion period between August 15, 2016 and a date to be determined by the Lottery and announced via the website for this Promotion. A person must be 18 years of age or older to enter.
  2. Method of Entry: To enter the New York Lottery Players Club Promotion, go to http://nylottery.ny.gov and click on the Players Club Promotion button. An entrant must register for a free Players Club Promotion account (one account per person) or log in to an existing account and then complete the entry form including the entry numbers from any eligible ticket.
    1. Eligible games for which tickets can be entered into the Players Club Promotion will be listed on the Eligible Games List page.
    2. For non-winning Scratch-Off tickets: Players must enter the fourteen-digit Game Number from the front of the eligible non-winning Scratch-Off ticket under the scratch surface and the fourteen-digit Ticket Number from the back of the ticket above the barcode. Players may instead scan the barcode printed in the play area under the scratch surface on the front of the non-winning ticket for entry using the mobile app. Winning Scratch-Off tickets are not eligible.
    3. For unclaimed winning or non-winning Draw Game tickets sold within the last sixty days: Players must enter the eighteen-digit Ticket Number from the front of the eligible ticket. Players may instead scan the barcode printed on the ticket for entry using the mobile app. Winning Draw Game tickets that have been claimed are not eligible.
    4. For each eligible ticket successfully entered into the Players Club Promotion, an entrant will receive an amount of entries corresponding with the price of the ticket. The number of entries awarded will be no less than the price of the ticket entered, while additional entries may be awarded for higher priced tickets at the discretion of the Lottery (A $1 ticket would generate 1 entry, while a $5 ticket would generate at least 5 entries). The number of entries awarded will be displayed on the screen upon successful entry.
    5. Players are prompted to choose the drawing category into which to assign the entries (Players Club Store Points or Cash). All entries received from a single ticket must be assigned to the same drawing category.
    6. Players are not required to retain the ticket entered for verification. If an unclaimed winning Draw Game ticket is entered into the Players Club Promotion, the ticket must be taken to a retailer or a customer service center or mailed to the Lottery for payment.
    7. Mail-in entries will not be accepted for entry and will not be returned to the sender.
    8. Players may only enter up to twenty-five (25) eligible tickets per day. The clock starts at 12:00:00 a.m. ET and ends at 11:59:59 p.m. ET.
    9. Each eligible game ticket may only be entered into the Promotion one (1) time.
    10. If a dispute arises over the eligible entry, the registered owner of the email account will be the official entrant.
  3. Drawings: Drawings will be held from all eligible entries received during the drawing periods listed on the Drawings and Winners page.
    1. Each month there will be one (1) Weekly Drawing for each prize category and one (1) Monthly Drawing. All Weekly Drawing entries that do not win a prize will be automatically entered into the Monthly Drawing for such prize category. Weekly Drawing entries do not carry over from one Weekly Drawing to the next Weekly Drawing. Monthly Drawing entries do not carry over from one Monthly Drawing to the next Monthly Drawing.
    2. Entries must be received no later than 11:59:59 p.m. ET on the drawing deadline date indicated on the Drawings and Winners page.
    3. Drawing dates may change based on sales and participation. Any changes to the posted dates will be updated on the Drawings and Winners page.
    4. Each entrant may win only one (1) prize per weekly or monthly drawing. Winning in a Weekly Drawing does not disqualify an entrant from winning in the Monthly Drawing from a different entry.
    5. All entries shall be subject to verification by the Lottery.
  4. Prizes: Players Club Store Points and Cash Prizes will be awarded according to the schedule on the Drawings and Winners page.
    1. Cash Prizes will not be mailed outside the United States.
    2. Players Club Promotion entrants owing New York State for repayment of child support, public assistance or taxes are ineligible to win Prizes valued at $600 or more. Prize drawing entries submitted by such an entrant shall be disqualified, and the prize shall be awarded to an alternate.
  5. Players Club Store:
    1. New York Lottery Players Club Store Points have no cash value and can only be used to acquire merchandise from the Players Club Store. Additional points cannot be purchased.
    2. It is the player’s responsibility to ensure that the appropriate item and quantity are selected within the Players Club Store. Once the order has been submitted, New York Lottery Players Club Store Points will be deducted from the player’s account. Orders cannot be changed, canceled, or returned once placed.
    3. The winners of Players Club Store Points will be notified via email using the email address on file in their New York Lottery Players Club account after each drawing. The Points won will be automatically credited to their account within two (2) business days following the approved drawing. Players can log into their account and will be able to see their available Points, if any.
    4. Players Club Store purchases will not be mailed outside the United States.
    5. Players Club Store Points awarded in a player account may accumulate from drawing to drawing. All Points will expire ninety (90) days after the last drawing.
  6. Promotion subject to applicable laws and regulations. Taxes are the sole responsibility of winners. No transfer, substitution or cash value of prizes is permitted. Any prize or prize notification returned as undeliverable will result in disqualification, and an alternate may be selected. Winners will be contacted using the contact information on file at the time of the drawing. Any selected winner to whom a prize notification is sent and who fails to return a claim form or provide all information requested (e.g., age verification, address verification, signed publicity/liability release and affidavit as to identity, social security number, etc.) by the established deadline will forfeit the prize and an alternate winner may be selected. Prizes are not for resale, cannot be redeemed for cash, are not transferable or exchangeable without the express written consent of the New York State Gaming Commission, and cannot be used in conjunction with any discount, premium or rebate offer. New York State Gaming Commission reserves the authority to substitute any prize with a prize of equal or greater value if a prize is unavailable. By acceptance of a prize, a winner agrees that the New York State Gaming Commission, as Sponsor, its advertising and promotion agencies, and Scientific Games International, Inc. may use his or her name, and/or likeness for purposes of advertising or trade without further compensation. Odds of winning a prize are based on the number of entries received. By participating in the Players Club Promotion, an entrant agrees at all times to defend, indemnify, release and hold harmless the New York State Gaming Commission, as Sponsor, its advertising and promotion agencies, and Scientific Games International, Inc., from and against any and all claims, actions, liabilities, injuries, death, accidents, losses or damages of any kind resulting directly or indirectly from any and all activity related to entering and/or participating in this Promotion or from the acceptance or use of any prize or item purchased from the Players Club Store. Each participant agrees that the New York State Gaming Commission, its advertising and promotion agencies, Scientific Games International, Inc., and agents and employees shall not be liable for injury, loss or damage of any kind resulting from participation in this drawing or from acceptance or use of any prize awarded or item purchased from the Players Club Store.

    Only one Players Club account is permitted per Players Club member. Any Players Club member found to have created more than one account, or to have submitted promotion entries from multiple accounts, will be disqualified from the promotion, and the member’s account(s) will be suspended.

    Any entry including information from a New York Lottery ticket that is mechanically reproduced, altered, mutilated, affected by any printing or other error, tampered with in any way, or not entered as specified above is ineligible. The New York State Gaming Commission, its advertising and promotion agencies, and Scientific Games International, Inc. will not be responsible for late, lost or misdirected entries, prize notifications, or claim forms.

    If any discrepancy should exist between these Official Rules and any promotional material describing this Promotion, these Official Rules shall govern.

    Employees of the New York State Gaming Commission, as well as employees and agents of its advertising and promotion agencies, IGT, Pollard Banknote, Scientific Games, Inc., and family members living in the same household of each are not eligible to enter this Promotion or claim a prize. Offer void where prohibited or restricted.

  7. If, for any reason, the New York Lottery Players Club Promotion is not completed as planned due to, without limitation, errors in these Official Rules or advertising for this Promotion, tampering, unauthorized intervention, fraud, technical failures, human error or any other cause beyond the control of New York State Gaming Commission that, in the sole judgment of New York State Gaming Commission, could corrupt or affect the administration, security, fairness, integrity or proper conduct of this Promotion, New York State Gaming Commission reserves the authority, at its sole discretion, to cancel, terminate, modify or suspend the Promotion. If more prizes are claimed than are intended to be awarded due to a printing, production or other error, the intended prize or prizes will be awarded in a random drawing from among all verified and validated entries.
  8. Personal Information Notice: The New York State Gaming Commission requires the collection of an entrant’s personal information to comply with the Internal Revenue Code and the New York Tax Law income reporting and any applicable tax withholding requirements and under the authority of New York Tax Law Section 1604 to announce Lottery prize awards. If an entrant does not provide all or any part of the required personal information, the entry may not be processed, the claim might be denied and the entrant might not be awarded a prize. The New York Lottery WILLY WONKA GOLDEN TICKET™ Second-Chance Promotion is open to any holder of a New York Lottery WILLY WONKA GOLDEN TICKET™ scratch-off ticket entered during the promotion period between May 9, 2017 and a date to be determined based upon the end of sales for the game. A person must be 18 years of age or older to enter.
  2. Method of Entry: To enter the New York Lottery WILLY WONKA GOLDEN TICKET™ Second-Chance Promotion, go to nylotteryplayersclub.com. An entrant must register for a free Players Club account or log in to an existing account and then complete the entry form including the entry numbers from any eligible WILLY WONKA GOLDEN TICKET™ scratch-off ticket.
    1. For non-winning WILLY WONKA GOLDEN TICKET™ Scratch-Off tickets: Players must enter the fourteen-digit Game Number from the front of the eligible non-winning WILLY WONKA GOLDEN TICKET™ Scratch-Off ticket under the scratch surface and the fourteen-digit Ticket Number from the back of the ticket above the barcode.     The Grand Prize trip is a four-day/three-night trip for the prizewinner and one guest. BILLION DOLLAR CHALLENGE™ CONTEST DETAILS

The BILLION DOLLAR CHALLENGE™ promotion (the “CHALLENGE”) is an event produced by Scientific Games (“SG”) in connection with participating state lotteries (“Lotteries” or “Lottery”). Grand Prize Finalists (the “Finalists”) are randomly selected by participating Lotteries per individual state Lottery rules. The total number of CHALLENGE Finalists depends upon Lottery participation levels. Finalists will receive a Lottery-sponsored trip to Las Vegas and compete in a series of contests for the chance to win cash prizes ranging from $1,000 to a grand prize opportunity for one (1) Finalist to win a minimum $1 million and possibly up to $1 billion. By participating in the Challenge, each Finalist agrees all decisions regarding the CHALLENGE are made at the sole and exclusive discretion of SG and are final and binding on all Finalists.

  1. To participate in the CHALLENGE, eligible participating Lottery ticket holders must:
    1. Enter the CHALLENGE through the participating Lottery’s promotional, second-chance website/app following all entry rules established by the participating Lottery, be randomly selected by the participating Lottery in one (1) or more drawings from among all eligible entries received during the official entry periods and meet all participating Lottery selection and prize validation requirements. (See participating Lottery website for official entry and drawing rules.)
  2. The CHALLENGE will take place in Las Vegas, Nevada, on or about May 2, 2018. The specific date and location of the CHALLENGE is subject to change and shall be posted on the Lottery’s website no later than September 30, 2017.
  3. The CHALLENGE will consist of two elimination rounds, plus one Billion Dollar Round. Elimination Round 1 will reduce the field to five (5) “Million Dollar Spin Finalists” and Elimination Round 2 will reduce the field to one (1) “Billion Dollar Finalist” who will move on to the Billion Dollar Round. The rounds will take place as follows:
    1. Elimination Round 1: At the start of the CHALLENGE, each Finalist receives one (1) envelope; all envelopes being of identical outward appearance. The envelopes will contain the following messages:
      1. Five (5) of the envelopes contain a “GOLDEN TICKET.” The Finalists revealing the “GOLDEN TICKET” move on to Elimination Round 2.
      2. Four (4) of the envelopes contain a “$25,000” message. The Finalists revealing this message win $25,000, less applicable withholding taxes. After the $25,000 prize is revealed, that Finalist’s opportunity to win additional money ends.
      3. Four (4) of the envelopes contain a “$5,000” message. The Finalists revealing this message win $5,000, less applicable withholding taxes. After the $5,000 prize is revealed, that Finalist’s opportunity to win additional money ends.
      4. Four (4) of the envelopes contain a “$2,500” message. The Finalists revealing this message win $2,500, less applicable withholding taxes. After the $2,500 prize is revealed, that Finalist’s opportunity to win additional money ends.
      5. The remaining envelopes contain a “$1,000” message. The Finalists revealing this message win $1,000, less applicable withholding taxes. After the $1,000 prize is revealed, those Finalists’ opportunity to win additional money ends.
      6. Odds of a Finalist successfully moving to Elimination Round 2 are dependent upon state Lottery participation levels.
    2. Elimination Round 2: Each of the five (5) remaining Finalists receives one (1) envelope; all envelopes being of identical outward appearance. The envelopes contain the following messages:
      1. One (1) envelope contains a “GOLDEN TICKET”. The Finalist revealing the one (1) “GOLDEN TICKET” moves on to the Billion Dollar Round.
      2. Four (4) envelopes contain a “$1 Million Spin” message. The Finalists revealing this message will advance to play the $1 Million Spin (Spin Finalists). Each Spin Finalist will receive three separate spins of a wheel containing 24 equally sized slices. The slices contain the following messages:
        1. Two (2) of the slices contain the words “GOLDEN TICKET” worth $25,000.
        2. Two (2) of the slices contain the dollar amount of $22,500.
        3. Five (5) of the slices contain the dollar amount of $20,000.
        4. Three (3) of the slices contain the dollar amount of $15,000.
        5. Five (5) of the slices contain the dollar amount of $12,500.
        6. Three (3) of the slices contain the dollar amount of $10,000.
        7. Four (4) of the slices contain the words “Spin Again.”
      3. Each Spin Finalist spins the wheel until he or she lands on a dollar amount slice and/or “GOLDEN TICKET” slice on three separate spins. If the Spin Finalist lands on a “Spin Again” slice, the spin does not count against the three separate spins. Each Spin Finalist wins the cumulative dollar amount and/or “GOLDEN TICKET” amount ($25,000) indicated on each of the three separate spins with the following exceptions:
        1. The Spin Finalist wins a total of $100,000, if he or she lands on the “GOLDEN TICKET” slice in any two spins.
        2. The Spin Finalist wins a $1,000,000 annuity, if he or she lands on the “GOLDEN TICKET” slice in all three (3) spins.
    3. Billion Dollar Round: The Finalist who received the one (1) envelope containing the “GOLDEN TICKET” in Elimination Round 2 is the Billion Dollar Finalist. The Billion Dollar Finalist participates in up to three steps as follows:
      1. Step 1: The Billion Dollar Finalist is presented with a one (1) in five (5) opportunity to randomly reveal a “GOLDEN TICKET” and a four (4) in five (5) opportunity to randomly reveal a $250,000 prize.
        1. If the “$250,000” prize is revealed, the Billion Dollar Finalist “bankrolls” $250,000 and automatically advances to Step 2.
        2. If the “GOLDEN TICKET” is revealed, the Billion Dollar Finalist “bankrolls” $500,000 and automatically advances to Step 2.
        3. No matter which prize is randomly revealed in Step 1, the Billion Dollar Finalist automatically advances to Step 2.
      2. Step 2: The Billion Dollar Finalist is presented with a one (1) in fifteen (15) opportunity to randomly reveal a “GOLDEN TICKET” and a fourteen (14) in fifteen (15) opportunity to randomly reveal a “4X Multiplier.”
        1. If the Billion Dollar Finalist advanced to Step 2 with a bankroll of $250,000 and a “4X Multiplier” is randomly revealed, the Billion Dollar Finalist shall win a $1,000,000 annuity and the Billion Dollar Finalist’s attempt shall conclude.
        2. If the Billion Dollar Finalist advanced to Step 2 with a bankroll of $250,000 and the “GOLDEN TICKET” is randomly revealed, the Billion Dollar Finalist shall win a $1,250,000 annuity and the Billion Dollar Finalist’s attempt shall conclude.
        3. If the Billion Dollar Finalist advanced to Step 2 with a bankroll of $500,000 (“GOLDEN TICKET”) and a “4X Multiplier” is randomly revealed, the Billion Dollar Finalist shall win a $2,000,000 annuity and the Billion Dollar Finalist’s attempt shall conclude.
        4. If the Billion Dollar Finalist advanced to Step 2 with a bankroll of $500,000 (“GOLDEN TICKET”) and the “GOLDEN TICKET” is randomly revealed in Step 2, the Billion Dollar Finalist is presented with two options:
          1. Do not proceed to Step 3, win a $20,000,000 annuity and the Billion Dollar Finalist’s attempt shall conclude; or
          2. Proceed to Step 3 and win either a $2,500,000 annuity or a $1,000,000,000 annuity.
        5. Odds of the Billion Dollar Finalist successfully advancing to Step 3 are 1 in 75.
      3. Step 3: The Billion Dollar Finalist is presented with a one (1) in thirty five (35) opportunity to randomly reveal a “GOLDEN TICKET” and a thirty four (34) in thirty five (35) opportunity to randomly reveal “$2,500,000.”
        1. If the “$2,500,000” prize is revealed, the Billion Dollar Finalist shall win a $2,500,000 annuity and the Billion Dollar Finalist’s attempt shall conclude.
        2. If the “$1,000,000,000” prize is revealed, the Billion Dollar Finalist shall win a $1,000,000,000 annuity and the Billion Dollar Finalist’s attempt shall conclude.
        3. Odds of the Billion Dollar Finalist winning the top prize in the Billion Dollar Round are 1 in 2,625.

Additional Rules and Procedures:

All BILLION DOLLAR CHALLENGE™ rounds will be audited by an independent auditor.

The $1 billion annuity will be paid in increasing annual payments of no less than $5,000,000 over 39 years (40 payments total), or in one lump-sum payment of $450 million at the Billion Dollar Finalist winner’s election with approval of the participating Lottery.

Prizes awarded during the CHALLENGE in the amount of $1 million up to $20 million shall be paid in the form of an annuity over 19 years (20 equal payments). Lump sum payments may be awarded with approval of the participating Lottery.

The minimum age requirement to play the CHALLENGE is twenty-one (21) years per Nevada State Law. If a Finalist is not 21 years of age, the Finalist shall assign a proxy to play on his or her behalf. If the Finalist does not timely assign a proxy to play on his or her behalf, SG shall assign a proxy. A proxy must be 21 years of age or older to be eligible to play the CHALLENGE.

Selected second-chance prize winners who are contacted and fail to provide all information requested by a participating Lottery (e.g., age verification, address verification, signed publicity/liability release and affidavit as to identity, etc.) in a timely fashion will forfeit prizes and an alternate second-chance prize winner may be selected.

Prizes are not for resale and are not transferable.

Taxes are the sole responsibility of each Finalist.

Neither the Lottery, SG, nor other companies directly associated with the promotion shall be responsible to entrants or to any other person for data entry errors resulting from or caused by the entering, keying or mis-keying of the required ticket information by entrants.

Employees of the Lottery, SG or other companies associated with the promotion, as well as their immediate families (spouses, parents, siblings and children) and household members of each such employee, are not eligible.

All decisions regarding technical difficulties, mechanical failures, or human errors, including but not limited to the premature reveal of any game material or elements, the malfunction of any piece of stage equipment or electronics or the failure of any audio equipment, in connection with the Challenge will be determined by SG in its sole discretion and shall be final and binding on all Finalists.

SG reserves the right to change, add to, delete from, modify or amend these rules at any time at its sole discretion, subject to the approval of participating Lotteries.

Odds of being selected as a Finalist vary by participating Lottery depending upon the number of eligible entries received and the number of Finalists prizes available.

New York Lottery 50TH ANNIVERSARY Sweepstakes Rules

  1. Who can enter? The New York Lottery 50TH ANNIVERSARY Sweepstakes is open to any holder of a valid New York Lottery ticket for an eligible draw or instant game for the promotion period between June 1, 2017 and January 7, 2018. A person must be 18 years of age or older to enter.
  2. Method of Entry: To enter the New York Lottery 50TH ANNIVERSARY Sweepstakes, go to nylotteryplayersclub.com. An entrant must register for a free Players Club account or log in to an existing account and then complete the entry form including the entry numbers from any eligible ticket.
    1. For non-winning Scratch-Off tickets: Players must enter the fourteen-digit Game Number from the front of the eligible non-winning Scratch-Off ticket under the scratch surface and the fourteen-digit Ticket Number from the back of the ticket above the barcode. Players may instead scan the barcode printed in the play area under the scratch surface on the front of the non-winning ticket for entry using the mobile app. Winning Scratch-Off tickets are not eligible.
    2. For unclaimed winning or non-winning Draw Game tickets sold within the last sixty days: Players must enter the eighteen-digit Ticket Number from the front of the eligible ticket. Players may instead scan the barcode printed on the ticket for entries using the mobile app. Winning Draw Game tickets that have been claimed are not eligible.
    3. For each eligible ticket successfully entered into the Players Club, an entrant will receive an amount of entries into the regular Players Club drawings corresponding with the price of the ticket. The number of Players Club drawing entries awarded will be no less than the price of the ticket entered, while additional Players Club drawing entries may be awarded for higher priced tickets at the discretion of the Lottery (A $2 ticket would generate at least two Players Club drawing entry, while a $10 ticket would generate at least ten Players Club drawing entries, and so forth). The number of Players Club drawing entries awarded will be displayed on the screen upon successful entry.
    4. Each ticket is also eligible for the 50TH ANNIVERSARY Sweepstakes. For each ticket that is successfully entered into the Players Club an entrant will also receive the number of entries corresponding with the dollar value of the ticket into the 50TH ANNIVERSARY Drawing ($1 tickets are worth 1 entry, $5 tickets are worth 5 entries, $10 tickets are worth 10 entries, etc.).
    5. 50TH ANNIVERSARY Sweepstakes entries are not valid for any other promotional offers. Each entrant may win only one 50TH ANNIVERSARY Sweepstakes prize. Players may only enter up to twenty-five (25) eligible tickets per day. The clock starts at 12:00:00 a.m. ET and ends at 11:59:59 p.m. ET.
